Description:The Computers for Learning (CFL) program evolved as a guide for implementing Executive Order 12999, Educational Technology: Ensuring Opportunity for all Children in the Next Century. The executive order encourages agencies, to the extent permitted by law, to transfer excess computers and related peripheral equipment directly to schools and some educational nonprofit organizations. The CFL program specifically matches the computer needs of schools and educational nonprofit organizations with excess equipment in Federal agencies. The CFL programís ambitious goal is to make modern computer technology an integral part of every classroom so that every child has the opportunity to be educated to his or her full potential.

A school is eligible to receive donations through the Computers for Learning program if it is public, private, or parochial serving prekindergarten through grade 12 students. Day care centers must provide a state-approved preschool curriculum.

Registration forms are provided on the website for requesting excess computer equipment. Agencies report excess computer equipment to US General Services Administration (GSA) as it becomes available. Then, using the new CFL module in the GSAXcess system, schools and nonprofits are able to search and select available equipment in their geographical area. Detailed information about online registration and selecting equipment is available on the website.

Schools and educational nonprofit organizations do not pay for excess computer equipment they receive through the CFL program. However, the recipient is responsible for the shipping and handling costs, as well as refurbishing costs.
